I haven't found it anywhere in Plato, and it doesn't sound like Plato. The author who uses it as a quote, should also put there an exact reference. Most probably this is one of too many supposedly platonic quotes used by irresponsible authors in speeches and books, without any care about the accuracy of what they say.
